التطور السريع لتقنيات المعلومات والاتصالات غيّر العديد من جوانب الحياة، وأسهم في بناء المجتمعات حول العالم. وقد أدى هذا بدوره إلى زيادة عدم المساواة بين الناس ثَقَافِيًّا وَاقْتِصَادِيًّا وَاجْتِمَاعِيًّا. تتناول هذه الدراسة مفهوم الفجوة الرقمية، وهي نوع جديد من عدم المساواة في الوصول إلى المعلومات، أن حل الفجوة الرقمية لا يعتمد على توفير الأجهزة والبرامج ومعدات الاتصال فقط، إنما الوصول إلى المعلومات المعرضة لمجموعة متنوعة من القيود المادية والرقمية البشرية والموارد والعلاقات الاجتماعية والمحتوى واللغة وثقافة المعلومات، سياسة التحالف، البنية التحتية، التعليم. الذي يؤدي إلى تهميش الأفراد والمجتمعات، ويمنعهم من المشاركة الفعالة في عصر المعلومات والفجوة الآخذة في الاتساع سواء على المستوى العالمي أو على مستوى الدولة المرغوبة.

This study deals with the concept of the digital divide, which is a new type of inequality in access to information. The solution to the digital divide does not depend on the provision of hardware, software and communication equipment only, but access to information that is subject to a variety of physical and digital human limitations, resources, social relations, content, language and culture.
