معوقات تفعيل دور مراكز الأبحاث في صنع القرار الفلسطيني من وجهة نظر الإدارة العليا

The study aimed to identify obstacles to the activation of research centers in Palestinian decision-making from the point of view of senior management and to study the significance of the differences between the average scores of sample members of the obstacles according to the study variables. The study population consisted of all employees in the senior civil and military administrations in the Gaza governorates for the academic year 2020. An analytical descriptive approach was used, and a questionnaire containing (45) items was distributed to the study sample of (106) employees and employees of the senior civil and military departments. The study showed that the obstacles were ranked descending as follows ؛Obstacles related to community culture with relative weight (78.11%), Obstacles on decision makers with a relative weight (73.91%),Obstacles related to research centers with a relative weight (72.72%),The overall score of the questionnaire obtained a relative weight (74.91%).The study also showed that there were no statistically significant differences between the average scores of the sample of the study sample to the obstacles of activating the role of research centers in Palestinian decision-making due to the variables of the study (age, educational level, research activity, job. Research centers relate to the openness of the experiences of international and regional centers and try to work twinning or partnership agreements and memorandums of understanding to develop researchers and exchange benefit in the field of research and studies. Work on the establishment of information and research centers in each ministry of the Authority and have a public administration within the structure of the Authority.
